Realtors are trained to make BASIC marketing decisions.
They are not qualified nor licensed to write a formal appraisal report.
However, a good Realtor will have a rapport with a few appraisers that will assist when dealing with unique properties, high-end homes and historic homes.

They can, they do have the experience and understanding of the elements that drive value, However, licensed real estate appraisers are required for FDIC loans.

Realtors can give you a comparable market analysis, which is reviewing similar properties and making an assessment of what the value of your house is.
They cannot do appraisals without being licensed to do so.
